Security is a fundamental concept in everyday life, society, and science, and constitutes
a key responsibility of a democratic state. Numerous administrative authorities
are responsible for ensuring it, including public safety and order, with the Police
playing the most important role among them. The Polish Police operates on the basis
of the Police Act of 1990, which defines it as a uniformed and armed formation serving
the public, intended to protect human security and maintain public order. Its
overriding task is to ensure the safety of citizens, and any interference with people’s
freedoms and rights is only permitted in situations defined by statute. Security is
defined as an ‘existential need’ and ‘a state that provides a sense of certainty’. Public
order is a set of norms enabling normal coexistence in the state, and the role of the
police in its protection is to detect phenomena that violate this state.
The purpose of this article is to present the role of the police in ensuring public
order, analysing the concepts of public safety and public order, the status of the police
as a public administration body operating on the basis of statutes, its statutory
tasks and the division of legal forms of action.
