COUNTERING DISINFORMATION AS AN ELEMENT OF COMBATING CYBER THREATS AGAINST THE REPUBLIC OF POLAND
Abstrakt
The aim of this paper is to characterise the phenomenon of disinformation as one of
the primary cyber threats undermining the security system of the Republic of Poland.
Ensuring information security and cybersecurity is among the strategic priorities of
the European Union. Disinformation constitutes a key instrument in hybrid operations,
which are particularly prominent today, especially in the context of Russian activity.
The near-revolutionary pace of technological advancement has enabled the Russian
Federation to refine its disinformation campaigns, prompting the European Union,
among others, to take action to counter this phenomenon. The main objective of the
author is to present academically grounded benefits resulting from the development of
effective methods to combat disinformation–regarded as one of the most urgent and
significant challenges to Poland’s information security. The solutions proposed in this
publication may serve as a point of departure for further analysis, decision-making, legislative
amendments, or the drafting of additional reports in this area. The paper relies
on theoretical research methods. The reflections presented suggest that combating cyber
threats requires the development of a system composed of effective processes to counter
such risks–processes that, in turn, necessitate cooperation between state and private entities
as well as society at large. The conclusions drawn may contribute to reducing the
level of risk and enhancing the level of information security in the Republic of Poland.
