Institutional care for the older adults – social welfare homes or homes with insufficient social care?

Abstract

Anyone who decides to live in a social welfare home (SWH) expects a good quality of life, translating into comprehensive care, a sense of security, a good diet, and well-managed free time. A modern nursing home resident is increasingly often physically fit, usually does not have a family or, for various reasons, does not have contact with them or that contact is sporadic, and has an average old-age pension/disability pension. Thus, they cannot afford a private nursing home but are more aware of their rights; they are active, courageous, and much more focused on a higher quality of life. The quality of life in nursing homes is undoubtedly a very complex issue. That is why the idea of deinstitutionalizing the residential care system is discussed more and more often. This process should not mean closing down SWHs but their transformation to adapt them to the health condition of the residents to the highest possible degree and not deprive them of dignity. Social welfare homes should gain a family and private character. Therefore, thorough reforms are necessary for the organization and financing of the stationary social care infrastructure, which, in its current dimension, needs to be adapted to the demographic changes in the age structure and the modern senior citizen. The reorganization of social care homes should be a prime concern of the state’s social policy.
